- So, earthquake hazards refer to earthquake agents which have the potential to cause harm to vulnerable targets which can either be us human, animals, and even our environment.

The chances of an earthquake occurring id different from place to place depending on the location and proximity to active fault lines and plates.  Areas such as the "Pacific Ring" are prone to earthquake activity so different precautions must be taken in these high risk areas.
