  • Any member from Congress, either from the Senate of House of Rep. who has an idea for a law can draft a bill. These ideas can either come from congress members themselves or everyday citizens
  • The Speaker of the House introduces the draft law in the house. If the sponsor is a senator, the bill is presented in the senate.
  • The committee holds a hearing to decide how to act on a bill. If one house does not accept the version passed by the other house, a conference committee must work out the differences between the two chambers.
  • 
  • After the committee action, the subcommittee holds hearings to obtain views from experts, supporters, and opponents. Each subcommittee is managed by a member from the committee.
  • The bill is sent to the House and Senate floor after it is reported to the committee. A quorum or majority of the members must be present for the bill to be voted on, and a majority of the member's votes for the bill to pass. 
  • The president can now sign the bill, which passes it as a law. If it isn't signed within 10 days, it automatically becomes a law if congress is in session. If congress isn't in session and it isn't signed within 10 days, the bill is killed. The president can also reject the bill, which is also known as vetoing.
