Elsa was split from the world until her parents died in a tragic storm at sea. Making her go to a party/ coronation, so that she could bacome queen.
Elsa, to keep you safe were going to keep you in here until you learn to control your powers.

Anna was afraid that she would destroy the town so she didn't think she deserve to be the next queen.

Anna went to go find Elsa, after the town started to struggle
Disclaimer: I'm doing this all from memory from years ago when I last watched the movie.
Anna and Elsa returned and their love for each other saved the town by returning the waether to normal.
