- In order for the constitution to go into effect 9/13 states had to ratify it.
- Ratification Process
- Ratify- sign or give formal consent to making it officially valid
- Amendments may be proposed either by the congress, through a joint resolution by a 2/3 vote
- Amending process
- Two ways:
- By a convention called by congress in response to applications from 2/3 of the state legislatures
