- when they try to pass a new amedment
- both the house of representives and sente approved to pass the ammendment
- as a state we would like to declare war on england. also you don't have the power to change our local govement
- during a meeting between the president and the governor of new york
- i would also like to add that you are not allowed to declare a war. i was not trying to change local government just to make it better
