- When the government decided to spend huge sums to help the American colonists against Britain the budget went to crisis
- Russian industry was unable to produce the weapons needed for the army. WW1 cause huge economic strains on society
- Many men joined the army, led to widespread shortages of food, and workers in factories rioted and joined in strikes for better wages
