- The Articles of Confederation created a weak federal government. The central government did not have the power to collect taxes, draft soldiers, or regulate trade.
- The state governments had the power to impose taxes, make foreign relations, and regulate commerce.
- You know, it's not really fair that the state government keeps imposing taxes on us farmers. Someone should do something about it.
- Sounds good! How about tomorrow afternoon at my place? And please don't call me Dan.
- I completely agree, Dan. We should meet up some time to talk more about this.
- I'm glad you all could make it. I've decided that we may have to do something drastic to get the government to pay attention to us.
- I know it may seem dramatic, but we should riot. We should protest. All we have to do is call up 1,200 of our friends, and we've got ourselves a rebellion!

- This is a pitchfork.
- Because the Articles of Confederation state that the federal government can't impose taxes, there was no way to have a militia.
- Because we had no militia, we had to rely on a state-sponsored military to quell Shay's Rebellion. After this, people will start to doubt the Articles. We should make a new, better governing document.
