  • in order for a bill to become a law, it needs assigned to a SUB-COMMITTEE for them to research the bill and then presented to the FULL-COMMITTEE to be voted on in either the Senate or the House of Representatives, and then voted on in the other house. (if it is a revenue bill it needs to start in the House of Representatives.
  • once a bill passes with majority votes in both houses, the president now signs off on this bill to make it a law. If the president chooses to veto, congress also has the power to over turn that decision if they get a 2/3 vote in both houses from a second vote.
  • a bill must receive at least 238 or more votes to pass and the senate must receive at least 51 votes to pass. (if it is a revenue bill it needs to start in the House of Representatives.
  • this is a very lengthy process, so it is more likely for a bill to not become a law that it going all the way through congress and to the president to be signed into a law.
  • if members of the house of representatives or of the senate want to make adjustments to the bill, it must start restart the process and be voted on again in both houses.
