- No, the ESMAD is a complex institution which`s purpose is to control the behavior of the citizens, and of those that violate laws. Now, do you know what a complex institucion is?

- Thats what I thought a complex institution is any governmental structure that search to keep public order and the laws emited by the government like the ESMAD and the police
- HAHA its just a waste of money, that is what the police is for
- So complex institutions only control the city, they are not more important than that
- Not exactly, police is similar to the ESMAD and its also a complex institution like the government, their purpose is to keep the public order and the orders emited by the government. They need the police to make citizens follow the rules, and when there is a bigger problem that police cant control we need a bigger force this is where the ESMAD comes in
