In this scene, Wes has already been told to run away from military school. He is supposedly hearing Taps for the last time, and is packing his bag. As he is running away, he is caught and brought into the Sargent's office. He is allowed one phone call, and he calls Joy. Joy then calls back and speaks to one of the officers, and reminds him to look after Wes.
