Law enforcement was understaffed and couldn't stop the organized crime and illegal distillation until the 18th Amendment was repealed. The Anti-Saloon League pushed the drive for nationwide prohibition. Congress adopted the 18th Amendment banning alcohol nationwide. The 21is Amendment repealed the 18th Amendment making alcohol legal and lowering crime rate.
