In 1073, Pope Gregory VII declared that emperors are not allowed to appoint members of the clergy. He believed only Popes had the authority to do so.

Finally, in 1122 a treaty called the Concordat of Worms was signed by the next king and new Pope. This states that the church officials alone would have the authority to elect clergy members, while the king would bestow feudal titles and land grants for them
