  • In 509 B.C.E., I started to hold all the power in government. The plebeians had no voice in government. I ruled very well. I ruled WAY better than any other ruler. The Plebians had little voice but they were still "forced" to serve in the army. The plebians did not like this kind of government. It didn't really matter to me at that time.
  • The Plebeians had to obey my decisions. The laws were not written down. So I often changed or interpreted the laws to benefit myself. As a result, a small group of families held all the power in Rome. After a while, the plebeians started complaining about how they had "no voice in government" The struggle between plebeians and I was referred to as the Conflict of the Orders. This was a conflict between the two social classes.
  • The struggle took a dramatic turn in the year 494 B.C.E. Rome was a city of twenty to forty thousand people. Then it occurred to me. 95% of the population was plebeian. Work in the city and on the farms came to a stop. This put Rome in a crisis. Without the plebeians, patricians feared that the army would be helpless. There would be no soldiers to fight if an enemy struck at Rome.
  • With Rome quickly falling apart, I had no choice but to compromise. I agreed to allow the plebeians to elect officials called Tribunes of the Plebs. Later, the tribunes represented the plebeians in the Senate and with the consuls. Later, tribunes gained the power to vote, or overrule, actions by the Senate and other government officials. Eventually, the number of tribunes increased from two to ten.
  • The plebeians' revolt led to a major change in the Roman government. Finally, I agreed to allow the plebeians to elect officials called Tribunes of the Plebs. Nobody liked the decision but I had no choice. Plebeians could also elect a lawmaking body, the Council of Plebs. However, the council created laws only for plebeians, not for patricians. Although the plebeians had gained some important rights, they still held less power than the me and the other patricians..
