- Senators discuss the principle of the bill, bill is then sent to a committee for further study

- senators call in people who may be affected by the bill and provide anylasis and insight about the bill
- committee stage
- Senators can make changes on the bill and then its voted and passed
- Third stage
- The final step is royal assent where they sign off on the bill and its now a law
