Storyboard-Text

  • Well, Jerry, it starts when someone has an idea for a new law. They write it down and introduce it as a bill in Congress.
  • Hey Jerry, do you know how a bill becomes a law?
  • Not really, Tom. How does it work?
  • Congress? What's that?
  • Great question, Jerry! The bill goes through a series of steps called the legislative process. First, it goes to committees where they study it and make changes if needed.
  • Congress is where our lawmakers discuss and make decisions about our country's laws. The bill goes to either the House of Representatives or the Senate.
  • So, what happens after?
  • Committees? Sounds complicated!
  • If they don't agree, they can propose amendments and discuss it further. Eventually, they vote on the bill. If it passes in one chamber, it moves to the other for the same process.
  • It can be, Jerry, but it's important to ensure the bill is well thought out. After the committees, it goes to the full chamber for debate and voting.
  • What if they don't agree?
  • So, it needs to pass in both the House and the Senate?
