- Another problem was that there was no clear system for the passage of power from one empire to another. After the emperor died, there was no longer a clear heir.
- A problem that caused the fall was that the wealth of the eastern side was the reason the western side was standing.
- Another problem was that Rome was ruling an extensive empire with a government designed to run a small city-state.
