  • Many schools are regularly using restraint and seclusion to control student behavior.In January 2009, NDRN issued “School Is Not Supposed To Hurt”, the report included policy recommendations for federal, state, and local policymakers that included banning prone restraint and seclusion.In 2003, SAMHSA developed a national action plan to reduce the use of restraint and seclusionin response to the deaths, injuries and psychological trauma of adults, youth and children beingcaused by restraint and seclusion use in institutional and community-based mental healthsettings.

  • - For these students, federal legislation that prohibits these practices from being written into an individualized education plan (IEP) or behavioral intervention plan means that school personnel are unable to work with parents to create a plan for coping with the student when their behavior becomes unmanageable.- Teachers and other school personnel would be injured more frequently if seclusion and restraint were prohibited.
