Former US President, Ronald Reagan, approached Mexico with an idea for a free trade agreement. NAFTA was signed in during Clinton's presidency, then changed to the USMCA during Trump's. The United States is an equal trade partner with Canada and Mexico and benefits the same as them overall (outside of the smaller details in trade agreements).
