  • Ex: Hamilton believed that the new plan did a fine job at outlining and limiting the powers of new central gov., and it reserved many powers for the states. Best protect individual citizens' rights and freedom.

  • Ex: Hancock and many anti-federalists preferred a weak central gov. because they equated a strong gov. with British tyranny. They also fought against the creation of a strong national gov.
