The King and I decided to just tax the third estates.
Once upon a time, In 1789. King Louis Xll planned to tax the second estate to help pay off his debt with Marie Antioonette. However, they refused to pay unless he called a meeting of the Estates General. They had come to the conclusion that the third estates pay more than everyone else.

After that, the National Assembly was formed because Louis XVl was taxing the third estate at the Catholic Church. The people of the third estate demanded the King make reforms to ensure that people were treated equally and fairly. On June 1789, The National Assembly took the Tennis Court Oath vowing the National Assembly would finish writing their new Declaration of Rights.

Then, The Constitutional Monarchy wanted to affect more of the government. Therefore, people who fled France and wished to restore the Old Regime called Emigres and workers wanted a better Revolution called sans-culottes. People were scared of others destroying their countries so, the Legislative Assembly called war. But they ended up setting aside the Constitution of 1791 since everything was unbalanced.

In the process of his downfall, Russians practiced a scorched-earth policy meaning they burned crops so the people couldn't eat anything.

In the end, the Congress of Vienna was a conference of ambassadors of the major powers of Europe, known as the Concert of Europe. Its purpose was to decide about the political situation in Europe after the defeat of Napoleon. The leader, Metternich wanted was to make sure that the French wouldn't attack another country again. He also wanted a balance of power in Europe and legitimacy.
