- In the House, the House Rules Committee decides when a bill will be subject to debate and vote on the house floor, how long the debate will last, and whether or not amendments will be allowed.

- Here, the bill is also subject to debate as well. he senate operates on the principle of unlimited debate, and a filibuster enables senators to delay motions/votes and waste time. Only a cloture can end a filibuster, which requires a ⅗ vote from the senators
- In the Senate, senators have more ability to shape outcomes than the House members, although the Senate Majority Leaders schedule the agenda.
