  • Ex: Hamilton believed that the new plan did a fine job at outlining and limiting the powers of new central gov., and it reserved many powers for the states. Best protect individual citizens' rights and freedom.

  • Ex: Hancock and many anti-federalists preferred a weak central gov. because they equated a strong gov. with British tyranny. They also fought against the creation of a strong national gov.
  • "The states should respectively have laws, courts, force, and revenues of their own sufficient for their own security; they ought to be fit to keep house on alone if necessary."
  • Ex: Federalists generally believed that a Bill of Rights was unnecessary in a gov. of delegated powers. Federalist thought a Bill of Rights was even dangerous. He feared that it could restrict the freedom of the people.
