Responsibilities are things you can choose to do. They are not mandatory.
Duties are things that are required. You have to do them, and will get in trouble if you don’t.
The 4 duties are: 1. Obeying the law2. Paying taxes3. Serve on jury when summoned 4. Registering with the Selective Service
The 5 voluntary responsibilities are:1. Voting2. Staying informed3. Community involvement4. Practicing tolerance5. Passing it on
The responsibilities are important because they give you a good spectrum of how involved you want to be in the community. Such as the voting responsibility. It gives you a choice to not vote. If you don't like any of the candidates or just don't like the stress of having to vote, then you have a choice to opt out.
The duties are important because they help keep order. For example, the "obey the law" duty helps prevent crimes, dangerous driving, and harm to other people.
