DELIAN LEAGUE!
Xerxes burnt Athens down while Greeks fled to the island of Salamis.
Greeks had small boats that helped them navigate the narrow channel while the Persians had big boats that were difficult to control / turn. Xerxes sat back and watched over a third of his fleet be destroyed.
Athens organized the Delian League, an alliance with other Greek city-states, once they realized being unified and fighting together was better doing it alone.
