- Many schools are regularly using restraint and seclusion to control student behavior.In January 2009, NDRN issued “School Is Not Supposed To Hurt”, the report included policy recommendations for federal, state, and local policymakers that included banning prone restraint and seclusion.In 2003, SAMHSA developed a national action plan to reduce the use of restraint and seclusionin response to the deaths, injuries and psychological trauma of adults, youth and children beingcaused by restraint and seclusion use in institutional and community-based mental healthsettings.
