Judicial Review is the Judicial branches power to interpret the law to see if the law is constitutional or unconstitutional.
So, when did judicial review created and used
Judicial review was created and first used in the Marbury vs Madison case back in 1803
Marbury vs Madison was when Judicial review was first used.
In 1801, President John Adam lost to president Thomas Jefferson. On the last day of Adam's presidency,
Adam s made a large number of political appointments, and ordered the paper to be delivered in one day.
Of course the paper was not delivered in one day and when President Jefferson came in to office,
Marbury said that he should get the job and the Judges said he can't.
The Judges used Judicial Review and declare the Judiciary Act of 1789 unconstitutional.

Oh I get it. But how does the current Supreme court use Judicial review ?
It can use it only when any law or rule is specifically challenged before it or when during the course of hearing a case the validity of any law is challenged before it.
The Supreme Court does not use the power of judicial review of its own.
