  • As a member of Congress (either the House of Rep. or Senate) I can draft a bill. Although a member of Congress must draft the bill, interest groups, citizens, and other stakeholders can help initiate the ideas.
  • Now that the bill has been drafted, it must be introduced to the Senate (if a Senate member drafted it) or to the House of Representatives (if a House member drafted it).
  • Now that the drafted bill has been introduced, if all goes to plan, it will be assigned to a specific committee. The committee will scrutinize the bill and help decide the chances it has to pass in Congress. Hearings are held to determine possible implications of the bill's passage. Also, If more analysis is required, bills are sometimes given to subcommittees where bills can be changed, and eventually, the bill must be voted to be given back to the full committee. After all of that, the main committee will make changes to the bill if necessary before choosing whether to report the bill. If we report the bill to the full chamber, the process of the bill being passed continues. If we do not report it, the bill is known as dead.
  • If the committee has decided to report the bill, the full chamber of House of Representative or Senate members depending on where the bill originated will debate and vote on amendments. Lastly, a final vote will pass or defeat the bill.
  • We're almost there! Once the bill has been passed in the House of Rep. or Senate, it must be passed to the opposite section of the Legislative Branch from which it began in, For example, if it began in the Senate and was passed, it would then move to the House of Rep. A similar process will be undergone with committees analyzing the bill, amending it if needed, and then choosing whether to report it or not to the full chamber for passage or defeat. If needed, a conference committee can help settle difference between the Senate and House of Rep. versions of the bill, and then if a conclusion can be reached, the Senate AND the House will have to vote upon the final agreement. If a conclusion is not reached in a conference committee, the bill dies,
  • Finally, if both the Senate and House pass the bill, then, the bill is given to the President to approve, and if it is approved, it will become a law. If vetoed, the bill will be voted upon in the House and Senate, and if there is a 2/3 majority, then the bill becomes a law regardless of the veto.
