- Arthur attended Crane Junior College on a scholarship and also took classes at Depaul University. He then began his legal education at Northwestern University.Arthur was a great student and graduated with a Bachelor of science in Law Magna Cum Laude in 1929 while he also got a doctor of Juridical Science Summa Cum Laude in 1930. A huge honor for him was when he graduated from Northwestern Law School in two and a half years and received the highest academic record ever. He also became a member of the Illinois Bar Association.

- Arthur was a private attorney in Chicago and Washington for thirty two years, a special assistant to the Office of Strategic Services for one year, a lawyer for the United SteelWorkers for thirteen years, general council for CIO for seven years, general council for the AFL CIO for six years and then he was appointed as the Secretary of Labor.

- My justice has been dead since January 9th of 1990. He died in Washington D.C. of a heart attack due to coronary artery disease.
