- The North German Confederation: Formed in 1867 after the Austro-Prussian war and established a constitutional monarchy led by Prussia. Executive power was held by the president, assisted by a chancellor. It had a 2 house legislature: the Bundesrat- appointed by the state government, and the Reichstag- chosen by universal male suffrage. The confederation was replaced in 1871 by the German Empire.

- The Franco-Prussian War: Prussia's victory over Austria increased the tensions with France. France declared war on Prussia when Bismark makes it appear that Wilhelm I of Prussia had insulted France in the Ems Telegram. Prussia crushed France and captured Napoleon III and ended the France Third Empire. Wilhelm proclaimed emperor of united Germany in negotiations at the Palace of Versailles.

- The German Empire: Led by Kaiser Wilhelm I. Bismark attempted to create a balance of power through the alliance system. The Empire fought to limit the influence of the Catholic Church, and it tried to appear to liberals by creating a welfare system and introducing male suffrage.

- Context: The Holy Roman Empire was replaced with the German Confederation after the Napoleonic Wars. The rise of Nationalism and Romanticism was used by politicians like Bismark to create a national identity and move towards unification.
